In Spain, it is possible for people who hold more than one title to distribute those subsidiary titles in life to their descendants.

Answering your second question, the
Diputación de la Grandeza y Títulos del Reino is a representative body of the legally recognized nobility of Spain. Originally it represented only the Grandees of Spain, but nowadays the corporation is also open to title holders who are not Grandees known in Spain as
Títulos del Reino, or "Titles of the Kingdom".
The
Diputación maintains the directory of the legally recognized nobility and, under Spanish nobiliary law, the Ministry of Justice must notify the Diputación of all successions to a title of nobility or of the death of any title holder. The Diputación is also legally responsible for advising the Minister in processes of succession to or rehabilitation of vacant titles when there is more than one claimant to the title.
